Online Training for Delivery Service Agents
NCGS 18B-1001.4(b) requires each delivery service agent to complete an online training course and be awarded a certificate prior to engaging in delivery services. The online Delivery Service Agent Training course offered by the ABC Commission provides basic information regarding alcohol sales and service laws in North Carolina. Please note: We recommend taking our trainings on a laptop or desktop computer and using Google Chrome or Microsoft Edge.

If you are logging in first time, please create an account by following the steps below.
Step 1: Create an Account. Select 'Register for Delivery Service Permit Training Program'.
Step 2: Information Entry.
- Enter First Name, Last Name. Email, Phone (optional).
- Create a secure password.
- Be sure to type your First name and Last name without typos, the name entered during the registration process will appear on the training certificate after the course is completed.
- Press the Register button.
Step 3: Verification and Login. You will receive a thank you for registering email. Now that you have an account you will need to use the email and password you entered during the registration process each time you access the site.
Step 4: Take the Course. Select 'Start Delivery Service Permit course' to begin. Click Next to continue through the course and complete the final test at the end.
Step 5: Certificate of Completion. Once complete, a certificate of completion will be available to download from your online training portal account. If there is any issue with your account or certificate, please email education@abc.nc.gov.
Delivery Service Agent Maintenance for Permitted Businesses
Although the ABC Commission retains the results of each agent’s online training session, the Commission does not assign individual delivery service agents to the permitted delivery service businesses (agents appropriately may work for multiple permit holders at the same time). The permit holder is responsible for updating information regarding their authorized delivery service agents when new delivery service agents are added to the business or when agents have a change in status. It is important to update the information for authorized agents’ timely and accurately so that law enforcement and regulatory staff can verify that a particular agent has completed the required training and is lawfully carrying out duties on behalf of the permitted business.
You may enter new delivery service agents for your business by following these steps:
Step 1: Visit https://epay.abc.nc.gov
Step 2: Enter the File/Permit Number and the Online PIN assigned to your business and click the Continue button.
Step 3: In the Delivery Service section, click the Add Delivery Agent button.
Step 4: Enter the First Name, Last Name, Certificate Number, and Certificate Issue Date for the Delivery Service Agent exactly how it appears on the certificate.
Step 5: Leave the Active box checked.
Step 6: Click the Save button.
Likewise, you may remove delivery service agents that are no longer affiliated with your business by following these steps:
Step 1: Visit https://epay.abc.nc.gov
Step 2: In the Delivery Service section, click the name of the agent to be removed.
Step 3: Uncheck the Active box.
Step 4: Click the Save button.
Note: This action does not delete the delivery service agent record but rather moves the record to an Inactive status for deliveries associated with your business.
After the delivery service agent has been added to the business record, their information becomes searchable on the public website by visiting https://abc2.nc.gov/dsp.
