We Don't Write Laws, We Follow Them

All laws related to the distribution and sale of alcohol in North Carolina come from the state legislature. The ABC Commission is empowered to create administrative rules and some policies.

A Self-Sustaining System

You may be surprised to learn that the entire ABC system is funded solely through retail and mixed beverage sales. That’s right. No tax dollars go to fund the system.

State Distribution, Local Control

The North Carolina ABC Commission oversees permitting, licensing, warehousing, and distribution to 171 local ABC boards. The local boards own and operate the retail stores. They decide what to put on the shelves and staff members are their employees.
